Authorities have identified the suspect as 29-year-old Rahmanullah Lakanwal, an Afghan national who arrived in the United States in 2021 through the Biden administration’s Operation Allies Welcome program. Investigators say he acted alone. Witnesses reported that Lakanwal shouted “Allahu Akbar” during what officials describe as a planned attack.
According to reporting from Fox’s Bill Melugin, Lakanwal’s authorization to remain in the U.S. expired in September 2025, leaving him in the country unlawfully. Further reports indicate that an American couple, Stanley and Valerie Creighton, had housed Lakanwal and his family in their Bellingham, Washington, residence.
The assault occurred outside a metro station in downtown Washington, D.C., where Lakanwal ambushed two National Guard members. A third Guard member returned fire, wounding the attacker. The first victim, a female Guard member, was struck almost immediately and collapsed. Lakanwal then seized her firearm and fatally shot her before continuing the attack. CBS reports that he initially possessed a handgun loaded with four rounds, which he fired at the two Guardsmen before using the fallen Guardswoman’s weapon to continue firing and strike the second victim.
President Trump announced that an additional 500 National Guard troops will be deployed to Washington, D.C., and stated that the government will “reexamine every single alien who has entered our country from Afghanistan under Biden.” All Afghan immigration processing has been halted, and current Afghan nationals in the U.S. are undergoing review.
According to CBS News, the Trump administration has paused all immigration application processing for Afghan nationals following the attack. U.S. Citizenship and Immigration Services released a statement Wednesday night confirming an indefinite suspension of Afghan-related immigration requests pending further review of security and vetting procedures.
The Department of Homeland Security confirmed that the suspect, Rahmanullah Lakamal, entered the U.S. in September 2021, shortly after the U.S. withdrawal from Afghanistan.
“We must now reexamine every single alien who has entered our country from Afghanistan under Biden,” President Trump reiterated in a Wednesday night address.
