President Trump on Monday warned that the United States could face losses exceeding $2 trillion if the Supreme Court rules against his authority to impose broad tariffs under the International Emergency Economic Powers Act of 1977 (IEEPA).
Speaking about the case, President Trump said last week that the nation “would have to pay back trillions of dollars” if the Court invalidates his tariff powers, calling such an outcome “devastating” for the country.
On Monday, he expanded on those remarks in a statement posted to Truth Social, denouncing the legal challenges as politically motivated.
“The actual number we would have to pay back in Tariff Revenue and Investments would be in excess of $2 Trillion Dollars, and that, in itself, would be a National Security catastrophe,” President Trump said.
“Those opposed to us in the United States Supreme Court are giving low Numbers so that the Court will think it is easy to get out of this terrible situation that these Anarchists and Thugs have put us into!”
President Trump first invoked his authority under IEEPA after declaring a national emergency aimed at reducing the U.S. trade deficit and addressing unfair foreign trade practices.
However, the Court of International Trade in New York ruled in May that President Trump had exceeded his authority under the statute. The Department of Justice appealed the decision, but the Federal Circuit Court of Appeals upheld the lower court’s ruling in August.

The case now rests before the U.S. Supreme Court, which will determine whether the President has the lawful authority to impose tariffs under IEEPA. During oral arguments last week, Justice Amy Coney Barrett questioned the plaintiffs’ attorney about the logistics of reimbursing affected countries or companies, noting that “it seems to me like it could be a mess.”
The attorney challenging the tariffs acknowledged the difficulty but offered no clear solution.
President Trump has said that overturning his tariff powers would not only harm American industry but also create massive financial exposure for the country. “It could cost the American people trillions of dollars,” he told reporters last week.
