Neighbors fed up with Van Nuys man who admits to blaring 3 train horns almost daily

VAN NUYS, LOS ANGELES (KABC) — Neighbors in a laid-back section of Van Nuys say they’ve been stuck for months in a literally alarming situation due to a man who insists on setting off window-rattling alarms almost every day.
Residents along the 6600 block of Peach Street say the alarms blare out for several minutes on a daily basis.
Gary Boyadzhyan admits to setting off both his home alarm and blaring a set of three train horns almost every day.
“I know it’s not fair to my neighbors, absolutely,” Boyadzhyan told Eyewitness News. “If I were in their shoes, I would complain too. It is loud. It is disturbing.”
The 50-year-old says he has a long-running beef with LAPD’s Van Nuys division, and that the loud sirens are his way of getting the department’s attention.
“I need help. I don’t know how else to cry out for it. That’s why I’m setting off the sirens,” he said. “I’m crying out for help.”
Boyadzhyan did not elaborate on what he needs help with.
One neighbor who didn’t want her name used said officers are slow to arrive when complaints are called in, so Boyadzhyan keeps getting away with the noise violations.
“It makes the windows rumble,” she said. “He does it and then he stops, and by the time (the police) get out here 40 minutes later… they can’t do anything. They’ve been out here three days in a row.”
People who live on the block have posted signs urging others to call the police when the horns are blaring, but neighbors say officers have told them they need to hear the noise themselves in order to cite Boyadzhyan.
“Regarding the location, we are in talks with the city attorney about options, as well as using other department resources to assist,” LAPD’s Van Nuys division said.

LAPD arrests Van Nuys man who repeatedly blasted horns, alarms from home

VAN NUYS, LOS ANGELES (KABC) — After countless complaints from fed up neighbors, Los Angeles police Wednesday evening arrested a Van Nuys man who has been blasting horns and alarms from his home for months.
Neighbors along the 6600 block of Peach Avenue say Gary Boyadzhayan has been blasting the sirens intermittently since June.
“It’s irritating,” said Bernarda Phipps, who lives right across the street from Boyadzhayan. “He needs help, but what kind of help does he need?”
Video of the arrest shows Boyadzhayan yelling loudly as he was led away in handcuffs by officers.
However, he was released early Thursday morning on his own recognizance.
Prior to the arrest, LAPD said it had reached out to other city departments to not only get the noise makers shut down, but to get Boyadzhayan whatever help he needs.
On Wednesday morning, hours before the arrest, officers gave Boyadzhayan an administrative citation.
“They advised him that if he is using the horn, to stop using the horn because of the disturbance it is causing in the community, advising him not to do that,” LAPD Capt. Chris Zine said.
But that advice only lasted about two hours. By noon, Boyadzhayan was back blaring his horns.
“(LAPD) told me they’re sending me a ticket for the horn for disturbance in the mail, and I told them I would stop,” Boyadzhayan told Eyewitness News earlier in the day. “But I just went back and left them a message… I’m not stopping until justice is served.”
Exactly what that justice is, only Boyadzhayan seems to know. When Eyewitness News asked why he sounds off the alarms, he floated an unsubstantiated story about the mafia trying to kill him and LAPD assisting in the plot.
“I need help,” Boyadzhayan said Tuesday. “I don’t know how else to cry out for it.”
The problem LAPD had in arresting Boyadzhayan is that an officer needed to hear the noise in person. By the time officers arrive, Boyadzhayan turns the alarms off.
“That horn’s being used intermittently,” Zine said. “It’s not being used when the officers are present, so the officers can’t take enforcement action.”
Boyadzhayan apparently left for several hours and when he returned, police were nearby.
“He came out and thought everything was over, so he went out and watered his lawn,” neighbor Bob Donovan said. “A couple of plainclothes vehicles just pulled up real quick and snatched him on the lawn. He was yelling and screaming and resisting arrest.”
The horns placed high on a tree in Boyadzhayan’s backyard haven’t been taken down yet.
LAPD hasn’t announced what charges Boyadzhayan is facing.
For residents in the neighborhood, silence never sounded so good.
