Baby-Faced Portland Thug Pleads Guilty to Hurling Rock at ICE Officer — Now Facing 20 Years in Prison

A 25-year-old Portland man has pleaded guilty to assaulting a federal immigration officer during a protest last year and could face up to 20 years in prison.

According to the U.S. Department of Justice, Robert Jacob Hoopes admitted to aggravated assault of a federal employee with a dangerous weapon resulting in bodily injury. The charge stems from an incident on June 14, 2025, outside the U.S. Immigration and Customs Enforcement office in South Portland.

Prosecutors said Hoopes threw a large rock that struck an ICE officer in the head, causing a deep cut above the officer’s eye. Later the same day, he and two others allegedly used an overturned stop sign as a battering ram, damaging the building’s main entrance.

A federal grand jury in Portland indicted Hoopes in August 2025 on counts of aggravated assault of a federal officer and damage to federal property. As part of a plea agreement, the property-damage charge was dismissed. Hoopes has agreed to pay more than $7,000 in restitution.

He is scheduled to be sentenced on May 12, 2026, before a U.S. District Court judge. The case was investigated by the Federal Bureau of Investigation and is being prosecuted by the U.S. Attorney’s Office.
