The authors of the briefing argue that these connections, along with Tlaib’s public rhetoric and certain campaign expenditures, warrant closer examination.

The document claims this pattern includes participation in events where controversial figures were present and campaign payments to activists and consultants whom the report associates with pro-Palestinian advocacy networks that it characterizes as having links to Hamas or the Popular Front for the Liberation of Palestine.

One specific example cited in the report involves nearly $600,000 in campaign payments made between 2020 and 2025 to Unbought Power, a consulting firm headed by activist Rasha Mubarak. The report questions whether these payments and other relationships reflect what it describes as an ideological alignment that could pose concerns for government integrity.
Tlaib has not been charged with any wrongdoing, and the allegations outlined in the ISGAP report represent the organization’s interpretation of publicly available information. Supporters of the congresswoman have previously defended her advocacy for Palestinian rights as part of her policy positions and have rejected claims that her work reflects support for extremist groups.
