CIVIL WAR? Trump Administration to Establish “National Guard Response Force” to be Mobilized for Mass Civil Unrest by April 2026

A newly obtained memo reveals that the Trump Administration is preparing to mobilize National Guard troops across the United States by April 2026 in anticipation of potential uprisings amid the ongoing No Kings protests and violent anti-ICE demonstrations in cities such as Chicago, Illinois, and Portland, Oregon.

The development follows a recent legal victory for the Trump Administration regarding the President’s previous deployment of National Guard troops in Portland to quell riots targeting Immigration and Customs Enforcement (ICE) agents. President Trump has previously activated hundreds of National Guard personnel from California and Texas to respond to unrest in Portland and Chicago, although a Trump-appointed District Court judge temporarily blocked further deployments.

According to The Gateway Pundit, the Ninth Circuit Court recently ruled in favor of the President, allowing Oregon National Guard troops to be deployed in Portland. The court stated that Trump “lawfully exercised his statutory authority under 10 U.S.C. § 12406(3), which authorizes the federalization of the National Guard when ‘the President is unable with the regular forces to execute the laws of the United States.’”

In a separate case, President Trump has requested that the U.S. Supreme Court permit the deployment of National Guard troops in Chicago. The new memo, obtained exclusively by investigative reporter Anthony Cabassa, outlines the creation of a “National Guard Response Force” (NGRF), designed for crowd control and civil disturbance operations in all states, territories, and the District of Columbia.

Under the plan, units of up to 500 troops will be trained to deploy within 24 hours in the event of violent uprisings or riots. Troops will also be equipped with non-lethal weapons, including TASERs, oleoresin capsicum spray, and other crowd-control measures.

The memo specifies:

“States will train, equip, and make NGRFs operational no later than April 1, 2026. NGRFs are required in all 53 states and territories. The District of Columbia has a unique solution set directed by the Secretary of War. NGRFs will train in civil disturbance operations and be prepared to deploy approximately 25% of the force in 8 hours, 50% of the force in 12 hours, and the full response requirement in 24 hours.”

Cabassa reports that sources familiar with the plan described the memo as “not normal” and unlike anything they have seen before, suggesting it may be a precautionary measure amid ongoing unrest.

A source told Cabassa: “Hoping this is only to be safe and a precaution, and none of this will be used in a real scenario. It also feels like leadership has intelligence or indications that something more significant could happen between January and May 2026. Otherwise, they wouldn’t be pulling specialized forces into a role they were never meant to fill.”

According to Cabassa, the Trump Administration is also considering specialized training for scenarios involving chemical, biological, and nuclear threats as part of the NGRF initiative.
