Russian President Vladimir Putin appears to be challenging President Donald Trump’s efforts to tighten restrictions on fuel supplies to Cuba by sending oil and gas tankers toward the island.

Reports indicate that two Russian‑linked vessels carrying fuel are on routes that could bring crude oil and liquefied gas to Cuba despite U.S. sanctions aimed at cutting off energy to the communist government in Havana. One ship, reportedly loaded with liquefied natural gas, changed course recently and moved toward Venezuela, while another tanker carrying crude oil remains headed for Cuba and could arrive in early April. If it docks successfully, it would be the first foreign fuel delivery to reach the island in several months after Mexico stopped shipments earlier this year.

Cuba has suffered a deepening energy crisis in recent weeks with recurring nationwide blackouts and a collapse of its power grid, driven in part by sharply reduced oil imports under the U.S. oil embargo. The island’s aging infrastructure and limited domestic production have left it heavily dependent on foreign fuel. Experts say even if Russian crude reaches Cuba, it will need refining before it can be used as liquid fuel, and the supply is likely to offer only short‑term relief.

The U.S. has also used new Treasury rules to block transactions involving Russian oil deliveries to Cuba even as it temporarily eased some energy sanctions related to global price pressures, with Cuba explicitly excluded from those exceptions.

The potential arrival of the Russian crude shipment highlights growing geopolitical tension as the United States seeks to enforce its embargo and Moscow moves to support one of its remaining allies in the Western Hemisphere.
