Michigan may be confronting its own fraud investigation after a high-profile embezzlement case involving state-funded early childhood programs.

The spotlight initially fell on Minnesota after widespread fraud was uncovered in day care and other government-funded social service programs, many tied to the Somali immigrant community. Questions were raised about oversight and whether state officials were complicit. Now, similar concerns are emerging in Michigan under Democratic Gov. Gretchen Whitmer.

Nkechy Ezeh, a Nigerian immigrant and former professor, pleaded guilty last month to wire fraud and tax evasion in a scheme that defrauded Michigan taxpayers of over $1 million, according to MLive. The funds were intended for the Early Learning Neighborhood Collaborative (ELNC), a program for disadvantaged children, which Ezeh founded and led as CEO.

“The nonprofit closed in 2023 after Ezeh and former Director of Finance and Administration Sharon Killebrew were accused of embezzling more than $2.5 million combined over several years,” WZZM-TV reported.

Killebrew, 70, was sentenced to four years and six months in prison after pleading guilty to tax evasion and conspiracy to defraud a federally funded program. Ezeh faces up to 20 years in prison for wire fraud, with an additional potential five years for tax evasion.

Ezeh, previously a professor at Aquinas College, had been publicly recognized, including appointments to a state executive committee by Gov. Whitmer and several “Woman of the Year” awards, according to Nigerian news outlet Business Day. Investigators allege she created nearly $500,000 in fraudulent invoices and established two fictitious daycare businesses to disguise the diversion of funds, which reportedly financed international travel and a lavish lifestyle.

Assistant U.S. Attorney Clay Stiffler noted the victims of the fraud were largely children of color under age five, with 72% living below the federal poverty level in Kent County, Kalamazoo, and Battle Creek.

Amy DeLeeuw, president of ELNC, expressed outrage at the crime. “Her theft of millions of dollars intended for the most vulnerable children was brazen, all-encompassing, and unconscionable,” she said. Ezeh has reportedly agreed to pay $1.4 million in restitution and $400,000 in back taxes.

This case adds to growing concerns about oversight of publicly funded programs in states across the country. Investigators and watchdogs are closely watching for similar patterns in other states, including Michigan.
