Philadelphia Sheriff Rochelle Bilal held a fiery news conference Thursday in which she sharply criticized Immigration and Customs Enforcement (ICE) agents and promised to hold them accountable if they commit crimes in her city.
Bilal began by leading reporters in a chant of “Renee Good,” the name of the woman who was fatally shot by a masked ICE agent during an enforcement action in Minneapolis earlier this week. The incident has sparked national outrage and protests.
During her remarks, Bilal repeatedly described ICE as “made‑up, fake, wannabe law enforcement” and said their actions violate both “legal law” and “moral law.” She added that legitimate law enforcement officers do not wear masks.

Bilal warned federal agents that they would not be able to hide their identities or avoid consequences in Philadelphia. “Anyone who comes into our city to commit a crime will be held accountable,” she said, noting that Philadelphia District Attorney Larry Krasner has vowed to prosecute such cases.
Addressing ICE directly, Bilal said: “You don’t want this smoke, ’cause we will bring it…to you.” She emphasized that agents who violate local laws in Philadelphia would face arrest and prosecution.
In her comments, the sheriff also took aim at President Trump’s administration, stating that federal leadership would not be able to shield ICE agents from accountability if they break the law in Philadelphia.
Bilal’s remarks came amid widespread condemnation of the Minneapolis incident from local officials and activists, as well as ongoing debates about federal immigration enforcement practices and use of force.
