Minneapolis police leaders are urging the city’s Somali community, along with other immigrant residents, to call 911 if they encounter masked individuals detaining people in their neighborhoods.

At a Tuesday press conference, Brian O’Hara, Chief of the Minneapolis Police Department (MPD), warned that some masked individuals detaining people “may be kidnapping people,” noting that the department has received such reports.

He encouraged residents to call 911 if they were unsure whether those enforcing arrests were legitimate law enforcement, and assured that MPD would investigate and document every call.

“If there is anything that violates someone’s human or civil rights, involves excessive force, or anything similar, officers have an absolute duty to intervene,” O’Hara said. “We’ve recently seen a tragedy in this state involving someone pretending to be law enforcement. The community should report anything suspicious immediately, and we will respond and document it.”

O’Hara’s comments come amid reports that Immigration and Customs Enforcement (ICE) is planning a major operation targeting hundreds of Somali immigrants in the Twin Cities region. Sources cited by the New York Times say about 100 federal agents from across the country have been deployed for “immigration enforcement.”

Mayor Jacob Frey reinforced that city policy prohibits MPD from cooperating with ICE on civil-immigration enforcement.

The reported federal planning follows President Donald Trump’s recent announcement on Truth Social that he is “terminating effective immediately” Temporary Protected Status (TPS) for Somali immigrants in Minnesota—a claim that conflicts with federal law and Department of Homeland Security policy. Somalia’s TPS designation remains authorized through March 17, 2026, according to U.S. Citizenship and Immigration Services. As of March 31, 705 Somali nationals nationwide were approved for TPS, according to Congress.gov.

President Trump has recently intensified rhetoric against Somali Americans, claiming without evidence that “Somali gangs are terrorizing” Minnesota and accusing the state of becoming a “hub of fraudulent money laundering activity.” On Tuesday, he referred to Somali immigrants as “garbage” who should “go back to where they came from,” adding, “I don’t want them in our country.”

During his final Cabinet meeting of the year, President Trump criticized Somali migrants following revelations of a $1 billion fraud scheme in Minnesota, largely involving the Somali community, which occurred during former Governor Tim Walz’s tenure. The GOP-led Oversight Committee has launched an investigation into the fraud ring.
