A harrowing video shows a dog screaming in pain as it is dragged inside a tent at a homeless encampment near Skid Row. The footage, obtained by The Post, depicts a colorful, worn tent shaking violently while the dog, a Husky, cries out repeatedly. In the background, a man can allegedly be heard striking the animal.

Witnesses said they called police, but when no officers arrived, they posted the video online, where it quickly went viral.

CJ Kim, founder of Good Tails Rescue, saw the video and described her shock. “I had to watch twice,” she said. “The sound wasn’t on. I was absolutely horrified.”

Kim contacted the person who uploaded the clip, confirmed the location, and went to the encampment late on Nov. 18. She said she found the same brightly colored tent and a couple who had also come looking for the dog after seeing the video. Moments later, Kim said she heard a loud squeal from inside the tent.

“I saw the man hitting the dog,” Kim said. She called 911 immediately and again after reporting an ongoing beating and threats to the animal, but it took 30 to 40 minutes for officers to arrive.

When police arrived, Kim showed them the video and explained what she had witnessed. An officer reportedly conducted a brief welfare check and said they could not take the dog, claiming they “didn’t see anything wrong.” Kim said she showed the video again, but the officers responded that it “doesn’t show the person hitting the dog.”

Eventually, Kim and rescuers from Compton Paw Patrol paid the couple $200 to surrender the dog, who is now named Kiba. Kim said the couple even used a counterfeit detector on the cash before handing over the animal. Kiba was taken to Compton Paw Patrol and later to North Central Animal Services for a veterinary evaluation.

An LAPD spokesperson confirmed that officers responded to an “animal cruelty investigation radio call” on Cesar Chavez but were unable to determine if a crime had occurred, as the dog appeared uninjured. The department said the viral video had been recorded two days prior.

LAPD’s Central Bureau animal-cruelty team conducted follow-up checks and confirmed that the dog had been purchased by rescuers and directed to Los Angeles Animal Services for evaluation. “No arrests have been made at this time,” the department said, adding that the investigation remains open pending medical findings.

Kim now checks the encampment daily. “They are still there,” she said. “And I’m watching for another dog.”
