Former Des Moines Iowa Public Schools Superintendent – An Illegal Alien From Guyana – Is a Registered Democrat, Received Mail-in Ballots in Maryland

The Superintendent of Des Moines Public Schools, Dr. Ian Andre Roberts, was taken into custody last Friday by Immigration and Customs Enforcement (ICE). Roberts, an illegal immigrant from Guyana with a prior weapons arrest, had been living in the United States under a deportation order since May 2024.

According to Fox News, Roberts attempted to evade federal agents by fleeing in his vehicle when they identified themselves. He later abandoned the car and tried to escape on foot before being discovered hiding in nearby shrubbery. Agents arrested him and discovered a loaded Glock 19 handgun and a fixed-blade hunting knife inside his vehicle.

Investigations also revealed that Roberts has been receiving mail-in ballots at a Maryland residence since 2020, and he is listed as a registered Democrat voter. Records from the Maryland State Board of Elections confirm his active voter registration status, despite Roberts overstaying a student visa from 1999 and not being a U.S. citizen.

Maryland Republican Delegate Matt Morgan, chair of the Maryland House Freedom Caucus, told Fox News Digital that Roberts’ case highlights a serious failure in election safeguards. “His registration means he is eligible to vote in all federal, state, and local elections despite not being a citizen—and despite likely not having lived in Maryland for a decade,” Morgan said.

Morgan stressed that Maryland law does not allow non-citizens to register to vote in federal or state elections, making Roberts’ active registration particularly alarming.

Roberts’ arrest has drawn renewed attention to election integrity concerns and to the enforcement of immigration law.
