Newsom Orders Tougher AI Rules, Defying Trump
California Gov. Gavin Newsom announced new rules that will change how the state works with artificial intelligence companies, while also criticizing President Trump’s approach to the industry.
On Monday, Newsom signed an executive order that increases oversight of AI vendors seeking contracts with the California state government. Under the order, companies will have to clearly explain the safeguards they use to prevent misuse of their technology. This includes steps to stop illegal content, reduce bias in AI models, and protect civil rights and free speech.
Newsom said California intends to handle the issue carefully and responsibly. Speaking about the decision, he suggested that some policymakers in Washington are creating agreements and policies while concerns about misuse remain unresolved. His remarks appeared to reference claims by AI company Anthropic that the federal government attempted to pressure it into actions that would violate civil rights.
The order also puts California at odds with President Trump’s calls to keep the rapidly growing AI sector free from what he describes as excessive state regulation. Newsom framed the new rules as necessary to protect the public while still allowing the technology to be used in government services.
The executive order builds on a California law that took effect on Jan. 1 requiring major AI developers to implement safety standards and submit transparency reports. State agencies are also being directed to develop rules for labeling AI-generated images and videos that have been digitally altered.
In addition, the order expands a public feedback platform called Engaged California to allow residents across the state to share their views on how artificial intelligence could affect jobs and the workforce.
Newsom said the state is prepared to move forward with its own standards, even if they differ from federal procurement rules. According to him, with proper protections in place, artificial intelligence can help improve public services while increasing transparency and accountability in government.
