During a Thursday meeting, the Philadelphia City Council cut off the microphone of a Black constituent who voiced opposition to illegal immigration and actions that interfere with U.S. Immigration and Customs Enforcement (ICE) operations.

The council was considering a resolution urging Democratic Sen. John Fetterman and Republican Sen. Dave McCormick of Pennsylvania to oppose additional funding for ICE. The resolution cited incidents that occurred during the deployment of hundreds of Department of Homeland Security personnel to Minneapolis.

John McCauley, representing the group Flip Philly Red, addressed the council. He criticized local Democrats and defended ICE, referencing legislation to fund the deportation of undocumented immigrants. McCauley said, in part, that voters had given a mandate for stronger immigration enforcement and urged Senators Fetterman and McCormick to support H.R. 7147.

McCauley also compared the council’s attention to certain criminal cases, saying some victims, particularly Black women, were overlooked while others received public recognition.

When asked to speak specifically on the resolution, McCauley invoked his First Amendment rights, stating he intended to address broader issues related to immigration and public safety. A council member then cut off his microphone, concluding the exchange.

The shooting of Renee Good by an ICE agent on January 7 remains under legal scrutiny. Cell phone footage shows Good moving her car toward an agent during the incident. Following the shooting, Philadelphia District Attorney Larry Krasner, a Democrat, pledged to prosecute ICE agents involved.
