We Know Who Might Be Funding Those Anti-ICE Protests in Minneapolis

Federal authorities are investigating who may be funding anti-ICE protests in the Minneapolis–St. Paul area, and one name that has drawn attention in recent reporting is American businessman Neville Roy Singham.

According to a report from Fox News Digital, Singham is believed to have donated significant sums to organizations that have opposed President Trump’s immigration enforcement policies in the city. Fox reported that several groups have played leading roles in organizing demonstrations and encouraging people to protest in Minnesota and other cities.

Two of the organizations mentioned in the report are the Party for Socialism and Liberation and The People’s Forum. Fox News Digital stated that both groups have received financial support linked to Singham, based on past reporting and congressional inquiries.

Singham, a former technology executive, sold his IT consulting company in 2017 for $785 million and later moved to Shanghai. A 2023 New York Times investigation examined his financial support for various advocacy organizations and reported on his connections to media and advocacy efforts that align with positions favorable to the Chinese Communist Party (CCP). The Times reported that Singham has donated hundreds of millions of dollars to nonprofit and advocacy groups in the United States, some of which operate with limited public disclosure of their funding sources.

Fox News Digital also cited a former federal prosecutor who said Singham’s residence in China could make it difficult for U.S. authorities to compel his testimony if investigators sought to subpoena him.

According to the Times report, Singham has provided funding to the Maku Group, a Shanghai-based media company associated with pro-CCP messaging. The report also noted that Singham was investigated by the FBI in the 1970s in connection with concerns about activities viewed as contrary to U.S. interests.

In June 2025, the House Oversight Committee opened an inquiry into allegations that Singham may have helped fund protest activity, including demonstrations related to immigration enforcement in Los Angeles.

FBI Director Kash Patel recently said the Bureau is examining whether outside funding sources are contributing to unrest tied to anti-ICE protests. Another organization active in the Twin Cities area, Indivisible Twin Cities, has organized demonstrations as well. Public records show the group has received funding from George Soros’ Open Society Foundations.

Investigations into the sources of protest funding are ongoing, and no charges have been announced related to these allegations.
