Authorities in Virginia Beach arrested a local high school assistant principal and his brother this week, accusing them of planning violence against law enforcement, including police officers and Immigration and Customs Enforcement (ICE) agents.

John W. Bennett, 54, an assistant principal at Kempsville High School, and his brother, Mark B. Bennett, 59, were each charged with one count of conspiracy to commit malicious wounding. John Bennett has worked for Virginia Beach City Public Schools since 2009 and is currently on leave, a spokesperson confirmed.

Police said John Bennett was arrested in Virginia Beach at 10:47 a.m. Wednesday. On the same morning, Mark Bennett was taken into custody at Norfolk International Airport at 9:42 a.m., with assistance from airport police.

According to a criminal complaint filed in Virginia Beach General District Court, an off-duty Norfolk police officer overheard the brothers discussing their plans while dining at a Pho restaurant on General Booth Boulevard on Nov. 15. The officer reported hearing the men speak about ICE agents “kidnapping individuals,” and the conversation suggested they “needed to do something about it.”

Authorities emphasized that police and ICE personnel face risks every day in service to their communities, and threats like this put lives in danger.
