Chicago, IL — September 12, 2025: A U.S. Immigration and Customs Enforcement (ICE) officer was seriously injured and a man fatally shot during a confrontation that occurred as part of a federal immigration enforcement operation in the Chicago area.

According to ICE, officers attempted to arrest 38-year-old Silverio Villegas-Gonzalez during a vehicle stop on the morning of September 12. Officials say Villegas-Gonzalez, who was living in the U.S. illegally and had a prior conviction for reckless driving, resisted arrest and attempted to flee the scene. During the incident, one ICE officer was struck and dragged by the suspect’s vehicle.

The officer, reportedly fearing for his life, discharged his weapon. Both the officer and Villegas-Gonzalez were taken to a hospital, where Villegas-Gonzalez was pronounced dead. The ICE officer remains hospitalized with serious but stable injuries.

ICE stated that Villegas-Gonzalez had been residing in the United States unlawfully for over 20 years after entering from the Mexican state of Michoacán. The enforcement action was part of “Operation Midway Blitz,” a large-scale immigration operation involving approximately 300 agents.

The incident has sparked controversy and political debate. Local officials, including Illinois Governor JB Pritzker and Representative Jesús “Chuy” García, have called for a full and transparent investigation. Questions have been raised regarding whether a judicial warrant was obtained and whether ICE followed proper procedures during the stop.

Governor Pritzker noted the timing of the incident, which occurred shortly after Villegas-Gonzalez had reportedly dropped two children off at a local school. “The people of Illinois deserve a full, factual accounting of what happened to ensure transparency and accountability,” he said in a statement.

Advocacy groups and some Democratic lawmakers criticized the use of lethal force and broader ICE enforcement tactics. State Rep. Norma Hernandez stated during a press conference that “federal immigration policies are endangering communities.”

ICE maintains that its officers acted within their legal authority and in response to an immediate threat. Under federal law, ICE officers are permitted to conduct stops and arrests without a warrant under certain conditions, including immigration-related violations. The agency also emphasized that vehicle-based stops are permissible under the “vehicle exception” to the Fourth Amendment when probable cause or reasonable suspicion exists.

The incident has reignited broader debates about immigration enforcement, use of force, and the balance between federal authority and local accountability. Supporters of ICE’s operation argue that the incident underscores the risks officers face during routine arrests, especially when suspects resist or attempt to flee.

Meanwhile, immigration advocates contend that cases like this highlight the need for reform in how federal agencies interact with immigrant communities, particularly during sensitive operations near schools or homes.

A federal investigation into the shooting is underway.
