Maryland Democrats are facing backlash over a bill that would require free tampons to be available in all public men’s restrooms in state-owned buildings. Critics argue the proposal is an unusual use of state resources amid ongoing budget concerns.
Republican Delegate Kathy Szeliga of Baltimore County questioned the priorities of her colleagues in Annapolis, raising concerns about which public facilities would be affected by HB 941. She specifically asked whether professional sports venues, including the stadiums for the Baltimore Ravens and the Baltimore Orioles, would need to comply with the new requirement.
Szeliga also challenged the bill’s language that calls for “appropriately sized tampons” to be stocked in all public restrooms. “What are appropriately sized tampons?” she asked on the House floor, prompting laughter from some members. Delegate Ken Kerr, a Democrat from Frederick County, responded that the wording simply ensures tampons are available, without specifying size. Szeliga countered that the bill should reflect that clearly.

Democrat Ken Kerr (who supports the initiative) argued the tampons need to be “adequately sized.”

The debate has drawn attention for highlighting what some see as a misalignment between legislative priorities and the state’s financial challenges. Critics say Maryland taxpayers may bear the cost of implementing the measure in buildings that see little need for it.
The discussion comes as Democrats in the state continue to pursue policies intended to expand access to menstrual products, even in locations that have sparked debate over practicality and public demand.
