House Democrats Oppose Bill to Deport Illegal Aliens Who Harm Police Animals

House lawmakers approved new legislation that would make it possible to deport non-citizens who injure animals used in law enforcement, though most Democrats voted against the proposal.

The measure, titled the Bill to Outlaw Wounding of Official Working Animals Act, or the BOWOW Act, passed the House by a vote of 228 to 190. Support for the bill came from all Republicans and 15 Democrats, while 190 Democrats voted against it.

Under the legislation, a non-citizen who is convicted of or admits to committing an offense involving harm to animals used by law enforcement would be considered inadmissible to the United States and subject to deportation.

House Speaker Mike Johnson sharply criticized the opposition from Democrats after the vote. He argued that their stance amounted to defending people who hurt police animals. Johnson said that 190 Democrats had effectively voted to allow illegal immigrants to physically abuse service dogs that work with law enforcement officers protecting the public. He also said Democrats were prioritizing illegal immigrants over American citizens, calling their position troubling and dangerous.

Republican Representative Ken Calvert introduced the bill after an incident in 2025 at Washington Dulles International Airport. In that case, an Egyptian national admitted to kicking a U.S. Customs and Border Protection beagle named Freddie after the dog alerted agents to possible contraband.

A veterinarian later determined that Freddie had suffered bruising in the rib area.

Calvert said animals that work alongside federal officers, including dogs and horses, play a vital role in protecting the country and deserve stronger safeguards. He said the BOWOW Act was intended to show there would be no tolerance for immigrants who attack these animals.

Calvert added that working animals like Freddie help keep Americans safe every day, and that lawmakers have a responsibility to protect them as well.
