Transgender triple killer removed from home with 2 foster children months after authorities were notified

Two foster children have been removed from the home of a convicted triple murderer who had been living with them for several months, despite authorities being aware of the situation since late December 2025, according to local reports.

Reginald Arthurell, who began transitioning to a woman after his release from prison in 2020, was taken into custody after heavily armed officers raided the residence on Monday, radio station 2GB reported. The children, aged 12 and 14, are now in safer care.

New South Wales Minister for Families and Communities Kate Washington issued an apology on Tuesday, calling the situation “unacceptable” and acknowledging that it “should never have been allowed.” She described the decisions that let this occur as “very poor” and confirmed a review is underway to identify failures and implement systemic changes.

The case has ignited public outrage, with widespread calls for accountability for the authorities who failed to protect the children.

According to reports, Arthurell moved into a foster home in Sydney late last year, sharing the residence with two children who were already under the care of an elderly woman approved by the New South Wales Department of Communities and Justice. Arthurell reportedly met the carer while she worked at a hospital where he had been a patient. She invited him to move in, resulting in him living in the same household as the foster children. The arrangement only came to light after concerns were raised by the carer’s daughter.

Arthurell’s criminal record spans decades and includes three separate killings. In 1974, he was convicted of manslaughter for stabbing his stepfather in Sydney. In 1981, he killed a 19-year-old sailor during a robbery, and in 1995, while on parole, he murdered his fiancée by beating her with a piece of wood. Following this last killing, court records show he photographed himself wearing one of her dresses. Alcohol was involved in all three murders. In total, Arthurell spent nearly 39 years in prison.

After his release in November 2020, he began transitioning publicly under the name Regina, with images and introductions appearing online in 2021. Court documents note that his transition has been ongoing since his release, and he has reportedly expressed intentions to undergo gender-affirming surgery.
