Pet massacre as LA cats and dogs found dismembered and dumped in trash

South Los Angeles is facing a disturbing surge in animal cruelty, with volunteers reporting cats and dogs being shot, dismembered, and abandoned in trash bags.

Members of Friends of Normie, a local animal rescue group, have encountered these horrific scenes while caring for stray cats in the area.

“We’d be walking down the street and just find a garbage bag with a dog limb,” said Amanda Preston, a volunteer. Recently, her team rescued a cat that had been shot with a BB gun.

“There are a lot of animals being targeted by pellet guns right now,” Preston added. She expressed frustration that existing laws against animal cruelty are not being effectively enforced.

Volunteers said they are seeing abused and neglected animals.

“They have laws in place regarding animal abandonment, negligence, and abuse,” Preston told Fox 11. “The city is really just choosing not to enforce any of it at this point.”

The international animal rights organization PETA has also weighed in, sending a letter to California Governor Gavin Newsom about the ongoing crisis in LA’s Skid Row. The letter called for “immediate action to address the ongoing companion animal crisis,” citing widespread abuse, neglect, and illegal breeding.

“We realize that addressing the needs of the humans living on Skid Row is difficult and complex, but enforcing existing laws to protect animals is not,” the letter stated.

PETA criticized Los Angeles Mayor Karen Bass, saying her administration “appears either unable or unwilling” to protect animals despite repeated appeals. “Skid Row has become a breeding ground for cruelty, where abused and neglected dogs are forced to produce endless litters under horrific conditions. City spay/neuter requirements and breeding moratoriums are ignored,” said PETA Senior Vice President Lisa Lange. The organization urged Governor Newsom to intervene.

A spokesperson for Newsom’s office told Fox 11 that the state “does not condone mistreatment of animals” and called on local communities, including Los Angeles, to address abuse and neglect.

Mayor Bass’ office defended its efforts. A spokesperson said it is “entirely false and irresponsible to claim that Mayor Bass has not taken action to combat animal abuse on Skid Row.” The statement highlighted that over 50 LAPD officers assigned to Skid Row have been trained to identify and act on animal abuse cases. Multiple felony and misdemeanor cases have been filed, and many animals have been rescued, adopted, or placed in foster care.

Despite these efforts, volunteers say they often feel alone in the fight. “I’ve called the city, they don’t do anything. I’ve called the shelters, and they don’t come and help,” one volunteer told Fox 11.

The California Post reached out to Mayor Bass’ office, Governor Newsom’s office, Friends of Normie, and Los Angeles Animal Services for comment.
