A key factor complicating ICE (Immigration and Customs Enforcement) operations in Minnesota is that some local jails have not consistently honored ICE detainer requests. Minnesota Governor Tim Walz and Minneapolis Mayor Jacob Frey have faced criticism from some observers who argue that their rhetoric and policies have contributed to tensions surrounding ICE activity.
During a recent appearance on CNN’s The Arena with Kasie Hunt, Mayor Frey was questioned about past cooperation between local authorities and ICE during the Obama administration. Hunt noted that the Hennepin County Jail previously allowed ICE agents to maintain an office there and speak with inmates, describing it as a policy that existed under a Democratic president and resembled what federal officials are now requesting.

Hunt asked Frey whether he believed it was appropriate for jails to honor ICE detainers when individuals had committed crimes. Frey responded that he was not fully familiar with jail operations and emphasized that such matters were outside his direct jurisdiction, adding that there are lawful mechanisms for handling these situations.
Some critics argue that local officials’ past decisions have contributed to the current challenges. Others point to evolving local policies and political concerns as reasons for the change in approach.
Meanwhile, Border Czar Tom Homan stated that increased cooperation from local authorities has recently allowed federal officials to reduce the number of agents deployed in the area.
“More officers taking custody of criminal aliens directly from the jails means fewer officers on the street conducting operations,” Homan said. “This is smart law enforcement, not less law enforcement.”
Local police have also taken action in response to protests, including removing an unofficial checkpoint that had blocked an intersection in Minneapolis. Observers say these developments may help create a more orderly environment for law enforcement operations in the state moving forward.
