President Trump on Tuesday sharply criticized what he described as widespread fraud involving Somali-run social service operations in Minnesota, calling the state “rigged” and pointing to what he said was billions of dollars in stolen taxpayer funds.

The issue has gained renewed attention following an investigative exposé by independent journalist Nick Shirley, who examined alleged fraud tied to Somali-operated daycare centers participating in Minnesota’s Child Care Assistance Program.

Reports of fraud connected to Somali communities in the United States are not new. In 2016, authorities uncovered a case involving Somali welfare recipients transporting millions of dollars in cash through Seattle–Tacoma International Airport. In 2018, reports indicated that more than $100 million had passed through St. Paul International Airport in a single year. More than a decade ago, a Minnesota whistleblower alleged that at least four daycare centers had fraudulently collected over $100 million through the state’s childcare assistance system.

Speaking with former Deputy Director of the Dan Bongino Investigations (DBI), Dan Bongino, President Trump said he had been briefed on what he described as an enormous fraud scheme.

“A rigged state, really rigged badly, with the Somalians and the theft,” Trump said. “I hear it’s over $19 billion. Can you imagine? They come over here and they steal more than $19 billion. And we’re right on their trail.”

Bongino responded that the issue was among the first cases he examined after taking office.

President Trump went on to criticize what he described as abuse of welfare systems and claimed that a large percentage of the individuals involved were not working.

“These are people that don’t work,” Trump said. “They’re not an asset to our society, to put it mildly. And we’ve got to get most of them out. Ninety-two percent don’t work, and they have an unbelievable, corrupt system of welfare.”

He also claimed that many individuals involved were living well beyond what their reported income would suggest.

The president further connected the issue to broader security and enforcement policies, referencing U.S. actions against Somali piracy and maritime drug trafficking as examples of decisive federal enforcement.

According to previous reporting cited by The Gateway Pundit, Department of Homeland Security officials recently stated that approximately $700 million in bulk cash has been transported from the Minneapolis airport to Somalia since 2024, allegedly tied to fraudulent activity.

Investigations into the scope of the fraud and any potential involvement or oversight failures by state officials are ongoing.
