Allegations of fraud involving Medicaid-funded services linked to members of the Somali immigrant community have expanded beyond Minnesota, according to claims made by an Ohio attorney who says similar activity is occurring in her state.
Independent journalist Nick Shirley recently published an investigation alleging widespread fraud among Somali-run daycare centers in Minnesota. Shirley reported that some facilities received large sums in public funding while appearing to provide little or no childcare. In one video clip shared on X, Shirley attempted to visit a childcare center that claimed to serve more than 100 children but appeared empty at the time of his visit.
Shirley later released a 42-minute video summarizing his findings, stating that his investigation uncovered more than $110 million in alleged fraud connected to childcare programs. He urged viewers to share the video widely.

Following that report, Ohio attorney Mehek Cooke told Breitbart News that she believes similar fraudulent practices are occurring in Ohio, particularly within home health care services funded by Medicaid. Cooke alleged that some individuals are operating home health businesses that bill the state for services that are unnecessary or not provided.
According to Cooke, Ohio’s Medicaid system allows family members to be paid for providing in-home care if a physician approves the need. Payments can range from 10 to 24 hours of care per day in cases classified as critical. Cooke claims this system can be exploited, allowing individuals to earn between $75,000 and $90,000 per patient annually, with higher totals when multiple family members are enrolled.

Cooke alleged that some providers declined to approve questionable paperwork, only for applicants to seek out other providers willing to approve the claims in exchange for financial incentives. She described this practice as resembling kickbacks and said similar patterns have been reported in other states, including Pennsylvania.
“We need to investigate how the Medicaid system is being used and whether critical-care designations are being applied appropriately,” Cooke said. “These programs are intended for the disabled, the elderly, and those who genuinely need assistance—not as a source of income through abuse of the system.”
Cooke stated that she has reported her concerns to authorities, including the Ohio Attorney General’s office and the U.S. Attorney’s office, emphasizing that Medicaid fraud directly affects Ohio taxpayers.
State and federal authorities have not yet publicly commented on the specific allegations, and no findings of wrongdoing have been announced.
