On Sunday in St. Paul, Minnesota, ICE officers were forced to fire their weapons after an SUV, driven by Juan Carlos Rodrigues Romero, struck agents during a law enforcement stop.
According to the Department of Homeland Security, Romero, identified as an illegal from Cuba, was first stopped near Westminster Street after officers approached him and identified themselves as ICE law enforcement. Romero refused to roll down his windows and attempted to flee. Officers warned that they would be forced to break the window if he did not comply.
Romero was later stopped again in a parking lot near his residence. He began ramming an ICE vehicle and struck another officer. In response, the officer who was hit fired two defensive rounds from his service weapon. No one was struck by the shots, and Romero drove off.

The pursuit continued to Romero’s apartment complex, where he rammed another ICE vehicle, exited his car, and tried to flee into his building. Officers followed, subdued him, and placed him in handcuffs. Romero continued to resist and bit one of the officers during the arrest.
Two ICE officers sustained non-life-threatening injuries and were treated at a hospital. Romero was also taken to a hospital for evaluation and is now in ICE custody pending further charges.
The Department of Homeland Security noted that Romero entered the United States in 2024 through the CBP One app, which admitted him during the Biden Administration.
